My take
The tell for rebuild versus patch is not how old the theme is. It is whether a one-line copy change needs a developer. If it does, the theme has stopped doing its job and every patch makes the next one harder. If merchandisers can still work in it and the code is readable, patch it and move on.

Questions
Should I rebuild my theme or fix the one I have?
Fix it if your team can still edit it and the code is readable. Rebuild it if simple changes need a developer, if it is stuck on an old theme architecture, or if the last few customizations were done by people who are no longer around. The review at the start of the engagement answers this before you commit to either.
Can you build from my Figma design?
Yes. A finished Figma file is the right starting point for a new storefront. I build it as sections and templates so the layout can be reused and edited, not as a one-off page.
Will a new theme hurt my SEO?
Not if URLs, titles, and structured data are carried over, which is part of the build. A lighter theme usually helps, because page speed is one of the things search engines measure.
How long does a theme rebuild take?
A rebuild that keeps the existing design runs a few weeks. A new storefront from a design takes longer, depending on how many templates and sections it needs. The proposal gives you a date.
